Penelitian ini bertujuan untuk menganalisis efektivitas Program “Muslim” Unit Pengumpul Zakat (UPZ) Kantor Kementerian Agama Kabupaten Kediri dalam mengoptimalkan pengelolaan zakat. UPZ merupakan perpanjangan tangan BAZNAS dalam menghimpun dan mendistribusikan dana zakat, infak, dan sedekah (ZIS) di lingkungan instansi pemerintah. Penelitian ini menggunakan pendekatan kualitatif deskriptif dengan metode studi lapangan. Data diperoleh melalui wawancara, observasi, dan dokumentasi. Hasil penelitian menunjukkan bahwa peningkatan jumlah muzaki dari sekitar 700 menjadi lebih dari 1.200 orang mencerminkan keberhasilan strategi penghimpunan zakat yang sistematis. Dalam aspek pendistribusian, Program “Muslim” yang meliputi Muslim Peduli, Muslim Cerdas, Muslim Sehat, dan Muslim Mandiri telah mengintegrasikan pola bantuan konsumtif dan produktif. Bantuan sosial, beasiswa, dukungan kesehatan, serta pemberdayaan ekonomi melalui modal usaha dan gerobak jualan menunjukkan kontribusi nyata terhadap peningkatan kesejahteraan mustahik. Meskipun demikian, aspek sosialisasi dan publikasi program masih perlu diperkuat agar keberadaan UPZ lebih dikenal oleh masyarakat luas. Secara keseluruhan, Program “Muslim” dinilai efektif dalam mendukung optimalisasi pengelolaan zakat secara terstruktur dan berkelanjutan.
