Implementasi Bimbingan Perkawinan Bagi Calon Pengantin Di KUA Medan Marelan: Kajian Empiris Pelaksanaan Kepdirjen Bimas Islam No. 172/2022

Abstrak

Penelitian ini menggambarkan pelaksanaan Bimbingan Perkawinan bagi Calon Pengantin di KUA Medan Marelan, pandangan peserta tentang pentingnya program, faktor yang mendukung dan menghambat, serta langkah perbaikan yang realistis. Metode yang digunakan bersifat kualitatif deskriptif melalui wawancara, observasi, dan telaah dokumen. Hasil menunjukkan pendaftaran dan administrasi sudah sesuai aturan, namun sejak 2024 pelaksanaan lebih banyak memakai metode mandiri berdurasi sekitar 30 menit dengan fokus latihan ijab qabul dan materi dasar, sementara metode tatap muka dan virtual belum berjalan; konten bimbingan tetap mengikuti lima materi pokok resmi. Persepsi peserta umumnya positif: 55% menilai program sangat penting dan 35% penting karena memberi bekal pengetahuan, kesiapan mental–spiritual, dan keterampilan praktis berumah tangga. Faktor pendukung utama adalah kompetensi narasumber, kejelasan modul nasional, dan komunikasi yang terarah; hambatan utama meliputi keterbatasan anggaran dan sarana serta rendahnya kehadiran akibat benturan jam kerja. Rekomendasi mencakup mengaktifkan kembali sesi tatap muka, menambah opsi virtual/hybrid dengan jadwal fleksibel, meningkatkan kapasitas fasilitator, dan menerapkan monitoring–evaluasi sederhana berbasis umpan balik. Kontribusi penelitian adalah menawarkan paket langkah praktis yang dapat langsung diadopsi KUA, mendorong penguatan dukungan pendanaan dan kolaborasi lintas sektor, serta menyediakan rancangan penilaian operasional sederhana untuk memantau mutu layanan bimbingan perkawinan di lingkungan perkotaan.
