Build Operate Transfer concession cooperation is a form of cooperation between the public and private, in which the partnership was formed in order to fill the shortage of funds from the public (government). It is intended sustain the financing to be borne by the public (government) and the profit provision of building facilities. While the private sector to get the financial benefits derived from the management of the building during the period that has been set for later handed over to the authorities after the time runs out. Government (public) gives the right to use the land for a long period of time, while the private sector is obliged to construct a building plan that has been agreed by both parties as well as benefit from the commercialization of its management scheme. In acquiring colleagues from the private sector that can meet the main objective criterias needed to be considered and met in selecting a private partner and make the forms of cooperation BOT (Build Operate Transfer) which is mutually beneficial to both parties. Selection of the appropriate partners assessment criterias is also form of risk management, minimize things that are not profitable and build lasting cooperation while as small as possible problems happens later on the cooperation. This paper produces a criterias of the existing literature studies in Build Transfer Operation
